Suggested Protocols

Suggested protocols for churches in the event of a pandemic or other national emergency, developed by Ron Malpass, Methodist Church, and National Executive Officer, The Interchurch Council for Hospital Chaplaincy.

Bird Flu Pandemic Protocols

The following recommendations have been set out for three of the levels at which we as a Church operate: National, Regional and Parish.  (Our Theological Colleges, Missions, Age Care homes and hospitals, Counselling and other facilities and services will also need appropriate plans and the Boards concerned are encouraged to address these).

Each section is broken down into four key areas
-    Communication & Administration
-    Leadership
-    Pastoral Care
-    Finance

National Office

Communication & Administration
The central point for communication & administration will be National Office.

-    The  website www.proclamationist org.nz will be the primary point of communication across the Church.
o    Information input will be by email to a specific address e.g.

o    The webmaster is to be responsible for ensuring adequate HR backup provisions are in place until such time as the website can be maintained by staff of the national office

-    The website must have the capacity/ability to be updated daily with news / prayers / messages / service material

-    The National Office telephone system must be capable of being diverted off site.

-    Administration support will be provided by
o    The General Secretary, followed by
o    The Accountant, followed by
o    National Leader’s Secretary

-      The Rev XXXXXXXX as the ‘nearest neighbour’ is to be given access codes etc to the National Office to provide an on the spot substitute if others cannot access the building.

Leadership
-    The National Leader is the primary point of contact as Pastor and Spiritual Leader for the whole Church. The National Leader’s role will be primarily pastoral. If necessary this role will be taken over by the Deputy National Leader, followed by the Ex National Leader, followed by the General Secretary.

Pastoral Care
-    The General Secretary is to devise a ‘care system’ for National Office staff
-    There is a need to establish who else should have access to Clergy information next of kin and family details.

Finance
-    Emergency access to Trust Funds is to be arranged if there is no or inadequate income from Parishes or other normal sources to meet essential national commitments.

Note; The Year Book needs to be up to date with all clergy mobile numbers and other contact information and this information could in an emergency situation be made available on the website.


Regional

Communication & Administration
-    Regional Superintendents. All regional meetings are to name a second and third successor to the regional Superintendency.
-    Superintendents are to ensure all  members of regional meetings hold current contact information for all the other members of the regional meetings and that copies of this are supplied to the National Office.
Regional Superintendents will provide the conduit for information between
o    the National Leader or General Secretary and the parishes
o    the parishes and regional meetings and the National Leader or General Secretary
 
Leadership
-    All parish ministers are to name suitable lay persons or other clergy in their parish, as their second and third successors. Names and contact details are to be submitted to National Office for each parish.

Pastoral Care
-    Regional Superintendents are to be in regular contact with
o    parishes in their region and in contact with the National Office
as appropriate
Finance
-    There may be commitments a Region will need to make special  financial arrangements for.

Parishes

Communication & Administration
-    Parishes should confirm they hold
o    all key contact details
    for National Office personnel
    for Regional Superintendents
    for all parishioners and parish staff (ensure all parishioners also have access to lists of members and contact details)

o    information on all newsletters is current
o    Parish Website details are on all newsletters

-    Update Parish Website details and ensure it is linked to the National Office website.

-    Ensure answer-phone messages are clear and effective.

-    Set up Telephone Trees for daily contact with parishioners

-    Set up email trees for daily contact with parishioners

-    Divide the parish into a geographic grid and develop local contact lists.

-    Ensure that regular contact with the National Office can be established; email and/or phone.

Leadership

-    Minister / Ministry Team is to identify two lay or other clergy people in the parish  who could succeed Minister / Ministry Team members if required

-    Ensure the  Successors, Parish Ministry Team members and Parish Administrator have a hard copy of the Parish Roll

-    Identify critical leadership roles; e.g. Celebrants,  Pastoral Team coordinator,  Prayer co-ordinator etc and ensure there is a designated back-up person for each

-    Identify essential parish functions e.g. Parish Administrator, Foodbank Co-ordinator etc and ensure they are staffed adequately and that there is a back-up in place.

-    Purchase / assemble Protection Kits (for example as supplied by GSP Supply Corp) for clergy and key lay persons.

-    Supply alcohol wipes for parish office phones and key boards, door handles and alcohol based hand wash gel for cars used in visiting.

Pastoral Support
The most important thing we can offer is hope!

-    Clergy can offer public reassurance through ‘the sacrament of presence’ and being recognised  and seen to be present. It may be a time when wearing clerical collars, crosses or other identifiers in public, may be appropriate and helpful.

-    Disaster Preparedness
o    Consult with local Health authority, Civil Defence, etc about what is area Pandemic Action Plan and how the parish can work within it.
o    Network with local health, welfare, safety networks, funeral directors and other service providers. Ensure contact details for these service providers are held by key parish leadership.
o    Prepare a Parish Action Plan
o    Ensure all parishioners are referred to the inside cover of the Yellow Pages in the phone book  which outlines ‘Being Prepared for Disasters’. Additional water would need to be added to kits.

o    Check Parish First Aid Kits and availability of trained first aid people.
o    Encourage parishioners to check and restock personal First Aid Kits, especially with additional paracetamol.
o    Check to ensure Civil Defence Kits are not ‘time expired’.
o    Be aware of local information and peculiarities e.g. water supplies etc.
o    Ensure information regarding contacts for GP’s and Ministry of Health are published in weekly newsletters.

-    Parishes are encouraged to stockpile non perishable food items.

-    Parishes are encouraged to supply paper hand towels, rather than communal towels or blow dryers in all toilets and wash hand basins.

-    Parishes are encouraged to hold details of the next of kin of parishioners who live alone, especially the elderly and disabled

-    Using the Parish Grid established under ‘Communication & Administration’, establish pastoral ‘Neighbourhood Care’ networks (remembering ‘who is our neighbour’)
o    Reasonably small scale
o    Within walking distance

-    Identify a leader/contact person for each ‘Neighbourhood Care’ network.

-    Distribute ‘Care Cards’ containing essential information such as phone contacts, pastoral contacts, prayer contacts etc.

-    Identify and brief lay people who can provide telephone support and pray with and for those who are fearful or otherwise distressed.


Liturgical & Sacramental Support

-    Train and equip lay people to offer appropriate support and prayer, lead memorial services etc.

-    Each home to have copies of appropriate prayers.

-    If able to gather, people will not be allowed to stand closer than one meter apart and must have no contact. It will be unwise to offer communion, if you do be very aware of hygiene, distributing bread only and only after using alcohol hand wash gel or similar.

-    If able to gather note that there is to be no passing of the peace or physical contact.

-    If anointing people for healing wash/wipe hands between anointing each person.

-    Encourage people not to sit too close together in gatherings.

-    When ministering with people who are ill, dying or at death, take appropriate hygiene precautions i.e. wear a face mask, use alcohol solution for hands etc.

-    Clergy and Pastoral Team members need to be aware of health protocols in situations of death, and prepare families appropriately.

-    Burial in a “large communal grave” at the height of a pandemic is a possibility, if freezer and other means of coping with large numbers of bodies  are stretched beyond capacity. If this happens, each body will be clearly identified and tagged and marked in the grave with a cross or similar.

-    Offering Memorial Services once people are able to gather again will be very necessary.

Post Pandemic / Crisis

-    Once the danger period is over it will be important for parishes to be aware of and acknowledge the grief and trauma of the situation. Resources produced post September 11, and the 2004 Tsunami can offer a useful starting point.

Finance and security
-    Ensure adequate security of any money, valuables etc in the parish.
-    Food supplies could well be disrupted and it is possible that people without adequate reserve supplies could start to steal.

Daily Prayer in time of an Emergency

If the flu pandemic strikes, it is likely that households will be encouraged not to have contact with others. Schools will be closed, and places of business including supermarkets, and church services may be forbidden. In such a situation anxiety levels will rise and our people will be looking for spiritual resources they can use at home to help them through. Daily prayers can help give structure to days, especially when people have more time for thinking and reflecting in troublesome circumstances.

And of course the Psalms are a useful resource for adults.

For families with young children

In times of a crisis when a member(s) of a household are seriously ill, there is the people’s blessing  Anglican NZPB p745, and prayers on pp 747-48.

If a member of the household is dying, prayers from  Anglican NZPB pp 813-821 may be helpful, and if someone dies and their body needs to be removed for burial immediately then Prayer Before a Funeral pp 822-825 can be used as a liturgical farewell, until a memorial service can be held at a later date.
